17-year-old Lui, Yuan Chow ran 3:58.62 minutes at the Victorian Junior T&F C’ships yesterday held in Australia. The IAAF Competition Rules 2016-2017 came into force on Sunday 1st November 2015. The changes includes the record keeping.
