Objectives and Principles

  • In line with World Athletics World Plan for Athletics 2022-2030 to maximise participation in Athletics and the development of athletes.
  • Deliver/support talent identification and development pathways
  • To reduce the attrition rate among athletes in the developmental pipeline
  • Provide high potential athletes structured training programme
  • Sustain and retain talent in Athlete’s sporting career
  • Transitory pathway for Athletes to National Team

 


Programme Criteria for Athletes

1. High Potential athletes (15 to 30 years old) who lack one or more critical components of higher development:

    i. Coach

    ii. Training facilities (run, jump and throw), Gym, S&C equipment

    iii. Accessibility to private coaching

    iv. Structured training programme

2. Proof of high potential to be based on:

    i. Meeting benchmarks and/or other sanctioned competition results (electronic timing) for performances done in 2022 – see chart below

    ii. Singapore Athletics ranking

    iii. Fitness and trial assessment by Coaches

3. Ability to commit minimally two training sessions per week and/or up to six training sessions per week or as advised by the coach

4. Working with the coach to plan out monthly training and competition schedule

5. Athletes who qualify for SA’s OCTC programme will not be eligible for this programme.

Note: If an athlete is enrolled or has the ability to enrol with his/her institutions’ Track and Field club, said athlete will not be eligible for this programme. An assessment will be made in the future on the possibility for the athlete to supplement their training beyond CCA sessions or during CCA standdown periods.

 


Key Performance Indicators for Athletes

  • Athlete must be consistent in training in Singapore
  • Athletes must actively compete in sanctioned meets. This will be reviewed on a quarterly basis with the coach.
  • Athlete to annually achieve a Season Best performance better than that of the previous year or within 5% off their Personal Best for improved athletic performance

 


Programme Criteria for Coaches

    1. Minimally 7 years of active coaching (as of 31 Dec 2022)

    2. Minimally WA Level 1 coach with NROC membership

    3. Willingness to contribute back by working with SA to discuss on pathway development matters on a quarterly basis.

    4. Involvement locally from grassroot to school to National level

    5. Actively coaching minimally 5 athletes who meet the Benchmarks

 


Key Performance Indicators for Coaches

  • Ensure athletes be consistent in training in Singapore (attendance tracking)
  • Athletes must actively compete in Singapore. Quarterly report to be submitted to SA
  • Coaches to retain at least 3 athletes for another year
  • Have 3 additional athletes that meet the programme benchmarks by the end of the season

 


Benchmarks

Benchmarks are based on 2% off top 30 performance in Singapore for 2022 and up to 50% off SEA Games 2021 3rd placing. See Annex for more details.
